Meet our governors

Our governors bring a wealth of experience with them and are involved in school life in many different ways. The staff and children of St Silas C of E Primary School would like to thank our governors for the time and expertise that they give freely. In line with current safeguarding practice, all our governors take part in a DBS check every three years.

Malcolm Munro

Chair of governors

    • Appointing Body:  PCC/Diocese of Blackburn
  • I am a semi-retired engineer.
  • Chair of Governors for five years and before that vice chair.
  • Member of the governing body for fifteen years.
  • Member of the congregation at St. Silas for nearly forty years.
  • I have a long connection with the school. My eldest daughter and son both having attended St Silas, Primary and Junior Schools, as it was then, in the seventies and early eighties.

Served as a governor for over twenty years.

Julia Anderson

Foundation Governor

    • Appointing Body:  PCC/Diocese of Blackburn
  • I was born in Blackburn and have lived in the parish of St Silas since 1993 and attend worship there.
  • I am married with two children.
  • I have worked as a Chartered Accountant, and now work part time in the family launderette business.
  • I believe that inspiring children to reach their potential and take up their roles as happy, fully contributing members of society is the great challenging opportunity of teachers and education.

Fatima Feroze

  • I was a parent governor, I am now a foundation governor.
  • I worked as a volunteer at St Silas for 3 years.
  • I am working as a teaching assistant now.
  • I became a governor to be more involved with the Whole School Community.

Peter Hallett

Foundation Governor

    • Appointing Body:  PCC/Diocese of Blackburn
  • The Revd. Peter Hallett is a former long-serving Assistant Director of Education for Blackburn Diocese.
  • He has served on many Governing Bodies, and has been Chairman of many.
  • He is committed to Church Schools that offer a Christian education alongside a positive attitude and approach to Muslim faith and festivals in a both.
  • He is retired, but continues to keep busy in many fields.

Patricia Knight

Michele Battersby


  • I started working at St Silas CE Primary School in 2001 and have held a variety of posts.
  • I really enjoy working in Blackburn and St Silas staff, children, parents and governors are a joy to work with.

Hayley Smith

Staff Governor

  • I am currently the Year 2 class teacher alongside Miss Maddock.
  • I am in my sixth year of teaching at St Silas’ Primary School and was employed following my placement here as a final year student.
  • I am really enjoying my time here and enjoying working with the children across the school and in different year groups.
  • I am enjoying taking part in the extra-curricular activities and running a speaking and listening club with Miss Maddock.
  • I decided to become a governor as I wanted to be more involved in what is happening in this new and innovative school.

Brian Lead

Foundation Governor

Appointing Body:  PCC/Diocese of Blackburn

  • My wife and I have been members of the St. Silas congregation since moving to Blackburn in 1979.
  • Our daughter attended the school.
  • I have recently retired following a career in education – primarily as Head of English at St. Wilfrid’s High School but latterly teaching at Queen Elizabeth’s Grammar School.
  • I am still involved in education, as a consultant moderator for the Welsh Joint Education Committee and an advisory mentor at the University of Manchester.
  • I am also a Member of the Inner Magic Circle, researching, writing and lecturing on the history of mystery.

Nazia Patel

Parent Governor

  • I have completed Masters of Science in Microbiology and have worked as Head of Operations in London for over 10 years in the Higher Education Sector.
  • I have been on the forefront to achieve major developmental milestones for different organisations and am highly experienced in strategic planning and compliance issues facing the Education sector today.
  • I am friendly and approachable, and always happy to give help and advice. I am driven by a desire to get the best for all the children of St. Silas CE Primary School as well as for their families and the wider community.
  • I believe passionately that every child has a right to access excellence in order to achieve the highest academic standards.

On 18 March 2016 the School Governance Constitution Regulations 2012 was amended so that all serving governors in maintained schools will be required to have an enhanced criminal records certificate (ECRC). This means that, by 1 September 2016, all serving governors must have an enhanced CRC and, from April 1 2016, governing bodies must have applied for an ECRC within 21 days of the election or appointment of a new governor.
